ARE Liguria - Regional Agency for Energy

ARE Liguria is the Regional Agency for Energy and
is the Project’s leader. Its mission is the promotion of energy saving
policies, of renewable energy sources and the rational use of energy within
Liguria Region.
ARE Liguria is a joint-stock company established in 1996 within the framework
of the EU PERU Programme: ”Creation of regional and local energy agencies”.
The Regional Law N. 22/2007 describes ARE Liguria as a tool for development and
implementation of the regional energy policy. It is held at 95% by FI.L.S.E.
S.p.A. (Ligurian institution financing economic development).
ARE Liguria supports the regional authority and other local administrations
to elaborate and implement energy plans, promotes the local acquisition
of laws, manages a consortium for electricity purchase, offers training
on energy matters as much as information on new fuels and technologies.
ARE also elaborates feasibility studies and business plans for RES plants
and energy efficient solutions in Liguria. ARE Liguria has recently set
up and manages a monitoring & control structure
for energy and infrastructure projects for all the hospitals in the region. The
Agency has tested the first application of energy certificates according to the
EPBD directive and has promoted its acquisition at local level. ARE is also disseminating
new contractual and management models such as EPC and the energy certification
of municipalities “European Energy Award”.
Since 1997 the Agency has been member of FEDARENE (European network of energy
agencies) as well as part of the steering committee of RENAEL, the Italian national
network of energy agencies (since 1999).
Unioncamere Liguria

Unioncamere Liguria is the association of the four
Chambers of Commerce existing in Liguria region, whose mission is to promote
the interests of the business community at regional, national and European
level.
Unioncamere Liguria provides a series of services related to the regional
socio-economic environment, such as:
- statistical reports on the trend of the regional socio-economic development;
- observatory of the craft sector, in cooperation with craft associations
and Regione Liguria;
- analysis of the industrial sector on a six monthly basis;
- Chambers steering committee on agricultural matters, liaising with the
Regional Minister for Agriculture;
- coordination of the activities related to DOP Riviera Ligure (olive oil)
and DOP Basilico Genovese.
In addition to these institutional activities, Unioncamere Liguria hosts
the newly established network of DG
Enterprise and industry of the European
Commission - Enterprise Europe Network - in order to improve the knowledge
about European legislation, programmes and financing at a local level.
The service, named Consorzio ALPS Liguria, plays an intermediary role between
the European Institutions and the local business actors. It assists companies – namely
SMEs – willing to get access to opportunities at European level and
to be prepared on topical themes such as internationalisation and innovation.
Consorzio ALPS Liguria’s mission consists in:
- Providing information
about European legislation, programmes and public tenders;
- Supporting
SMEs in the identification of the most suitable funding opportunities;
- Detecting
new market opportunities and help SMEs in finding new business partners;
- Leading
them in the field of research and technological development;
- Organizing workshops
to spread information and deepen the most relevant EU policies.
IPTPO - Institute for Agriculture and Tourism

IPTPO - Institute of Agriculture and Tourism is founded by the
Government of the Republic of Croatia whose duties and responsibilities
performs the Ministry of Science, Education and Sports.
It is mostly financed by the Ministry of Science, Education and Sports,
but also by the Ministry of Agriculture, Fisheries and Rural Development,
other national, regional and local entities, as well as by own incomes
from commercial activities (laboratories, advisory services, applied
projects and other).
HISTORY - During 130 years of presence, acting on the whole Istrian territory,
the Institute was changing names, contents, research and education levels
according to occasions. With the foundation of the Agricultural Research
Centre in 1984 as part of the Centre for Orientated Education, started
contemporary scientific-research activities in the fields of agriculture
and tourism, which have been neglected from the sixties. The very name
Institute of Agriculture and Tourism these days symbolises the role the
Institute plays in two most important economies in the Istrian region.
ORGANISATION - In the year 2008, Institute of Agriculture and Tourism had
47 employees. Their structures according to former education were: 30 with
bachelor degree (13 PhD, 1 MS, 10 young scientists and other 6 employees
with bachelor degree), 2 employees with graduate school, 13 with high school,
and 2 with low education. Institute is organised in five fundamental structure
units: Board, Department of Food and Agriculture, Department of Economics
and Agriculture Development, Department of Tourism, and Experimental Agricultural
Holding.
Board. The board consists of the Division of general, legal and personnel
matters, and the Division of accountancy and finances. The library, informatics,
maintenance and protection of facilities are also part of the Board domain.
Department of Food and Agriculture. The largest structure unit is the Department
of Food and Agriculture that performs permanent scientific-research activities
and professional work in the field of biotechnological sciences. Researches
are mostly orientated to viticulture, olive and vegetable cultivation,
production of wine and olive oil. Four laboratories are part of this department,
namely Wine Laboratory, Laboratory of Food Technology and Biotechnology,
Soil Laboratory and Genetic Laboratory. These laboratories form the basis
for scientific research but are also an important infrastructure support
for the development of the agricultural sector in Istria.
Department of Economics and Agriculture Development. Department of Economics
and Agriculture Development perform scientific-research activities and
professional work in the fields of economics, agri-food system development
and organisation, and rural area planning and protection. Department tasks
are the realisation of applied research aimed at improvement of economic
effectiveness in agricultural production and the increase in financial
success of agricultural family house holdings.
Department of Tourism. The Department of Tourism performs scientific, educational
and professional work in the field of social sciences, economy. The Mission
of the Department of Tourism is scientific-research activities in the field
of tourism, primarily rural tourism and selective types of tourism with
the practical application of the results of scientific research.
Experimental Agricultural Holding. Vineyards, olive orchards, fig orchards, wheat and pyrethrum plantations, vine cellar with the minivinification line, mini-olive mill, mini-brewery and meteorological station are part of the Experimental Agricultural Holding of the Institute which serves in the function of scientific, technological and applied projects.
FIELDS OF ACTIVITY - Main fields of research and other activities
are viticulture, enology, olive cultivation and olive oil production,
vegetable cultivation, agro-tourism and tourism in the rural area.
FUTURE - The activities of the Institute of Agriculture and Tourism in
the future will be related to:
- Development of a model for rural development with a special segment of regional agricultural and other product's valorisation trough rural tourism
- North Adriatic cultures genetic resources preservation, especially of vine and olive.
The Institute of Agriculture and Tourism can become a centre of excellence in the framework of scientific activities and applied technology in the field of vine and olive growing, and wine and olive oil production.
ANATOLIKI - Local development agency

The Regional Energy Agency of Central
Macedonia (REACM) was established in 1997 by the Region of Central Macedonia,
and the Local Development
Agency «ANATOLIKI S.A.».
The Energy Agency was created within the framework of the SAVE Program of the
General Directorate XVII for Energy of the European Union, in cooperation with
the Regional Authorities of Norbotten (Sweden), Epirus (Greece) and Rhonalpenergie
(France).
The main activities of REACM are:
- Collection of Data for Energy Production & Consumption in the Region
- Support to the Regions Local Authorities in energy policy planning
- Dissemination and Promotional Activities for RES and RUE Technologies
- Training and Continuing Education
- Support to Local Industry, SMEs & Commercial
- Pilot application of EMAS in four heavy industries in Thessaloniki (Hellenic Petroleum, Hellenic Sugar, Hellenic Vehicles and Hellenic Steel)
- Training of personnel in the industrial sector in ECO Energy Audits
- Promotion of RES Technologies to the Agricultural Sector
- Definition of a Regional Energy Plan
- Promote Collaboration with Neighbouring Countries in the Field of Energy Savings
- Participation in the committee of Regional Planning for the development and management of energy
Areas of expertise of REACM include: energy efficiency in buildings, introduction of RES in secondary school educational system, campaigns to consumers in adopting energy saving habits, geothermal applications, RUE information dissemination and thermal solar systems.
The work of REACM is primarily targeted towards: regional and local government
law makers, engineers and technicians in the building sector (energy savings
and audits), investors, developers and home owners interested in RES and
RUE, manufacturers, shop owners and consumers, promotion of RES courses
in secondary schools and geothermal applications for farmers and engineers.
The creation and operation of the Regional Energy Center of Central Macedonia
was made possible by the European Community SAVE II program. This initiative
established such bodies in various countries in the continent and a big
network was formed and interconnected. Only positive results can be expected
and the short time frame until now has given testimony to that.
It has been a long period since the National Government began to examine
its central policy regarding the Greek Agencies and still without significant
results. Different approaches between the "center" (capital)
and the "periphery" (provinces) are frequently expressed and
financial questions may occur. These formulate difficulties that still
have to be overcome.
However the Region of Central Macedonia has a great local potential and
the Agency has proved the significance of its creation, so it is believed
that the continuation of the local, regional, (or) national and/(or) European
support is guaranteed.
It has to be underlined is that Energy Agencies functioning in the framework
of existing Development structures, with a wide range of political representatives
in their management board, disseminate their work more effectively, because
the principles of RES, Energy Saving and RUE applications go through all
the other channels of the structure, while the Energy Agencies are at the
same time being supported by the Development structure’s multi scientific
team.
UPZRS - Center for research and science

The Koper Science and Research Centre of the Republic of Slovenia (SRC Koper) was established on 1st December, 1994. In March 2003, the Centre became the research nucleus of the newly established University of Primorska (UP) and was renamed as the University of Primorska, Science and Research Centre of Koper (UP SRC).
In addition to performing their basic activity, UP SRC researchers also participate in study programs conducted by the members of the University of Primorska. Last but not least, the UP SRC can be regarded as an “incubator” for new under- and postgraduate study programs of the UP. The UP SRC is the host organisation of Centre for Cooperation with Economy which is member of newly established Enterprise Europe Network.
The sphere of activity of SRC Koper is Mediterranean studies, with emphasis on research on Slovenian Istra through an interdisciplinary approach of the humanistic, social and natural sciences, or more precisely: basic and applied research, expert advice and consulting, education, organising meetings of scientists and experts, publicising and publishing, documentation and librarianship.
For implementing these activities, UP SRC has participated as a partner or coordinator in numerous projects created in different EU R&D Programmes (FP5, FP6, CIP), Cross-border programmes , etc.

- Attracting new industrial and commercial development into the region,
- Co-ordinating and providing business advice, especially to growing SMEs,
- Promoting tourism and rural development,
- Promoting a number of new projects in the Primorska region,
- Acting as a co-ordinator for cross-border projects with Italy, Hungary and Croatia,
- Working in close co-operation with the regional Chamber of Commerce and industry, local chambers of craft, the municipalities and other bodies in the field of promoting and supporting SMEs and entrepreneurship.

AGENER - Agency for energy development
AGENER (SPAIN): Energy Management Agency, is a public company property of county council of Jaén, located in the south of Spain, one of the eight Andalusian provinces. Its main objective is to contribute to energy sustainability of Jaén province, through promotion RUE (Rational Use of Energy) and diversification to less pollutants and autonomous energy sources.
